The convicts are Dead Rising psychopaths found in Leisure Park. The convicts are unique among Psychopaths - they will respawn at midnight each night, with the exception of September 22. They also do not count towards the Psycho Collector, Psycho Taker or Punisher Achievements.
Frank first encounters the Convicts chasing Sophie Richard and Sid across the Leisure Park in their jeep. (See the video below)
Killing the convicts allows Frank to aquire the Jeep and the detachable Heavy Machinegun.
