The Rooftop is a Paradise Plaza location in Dead Rising. This is where Frank finds Jeff and Natalie Meyer in the unannounced scoop Love Lasts A Lifetime.

The elevator is part of the rooftop, not a separate room. In the image to the left, Zombies usually appear at 5:00pm, but Frank never left the rooftop, from before 5:00pm until 5:07, and there are no zombies in the elevator.
The image to the right is after Frank left the rooftop and returned to the security room, after 5:00 pm. The zombies are now in the elevator. In this unique case, the zombies actually appear in the elevator 'before the warehouse The Queen cutscene.
