Brent Ernst is a Dead Rising 2 psychopath, best known as Slappy Slappy rolls around on oversized rollerskates, wielding dual Flamethrowers and a Fire Spitter when stationary. His Fire Spitter is explosive, and will knock Chuck down with just splash damage.
Killing him nets the Flamethrower combo card, and a Flamethrower will spawn outside Kid's Choice Clothing.
The best strategy to defeat him is go into Kids' Choice Clothing and grab the Bag of Marbles, and throw them out on the floor so Slappy falls and rush over to him and smash him with your most powerful melee weapon.
